The second NIW prong evaluates capacity and momentum, not guaranteed success.

The relevant evidence

USCIS may consider any relevant factor. Those factors may include education, skills, knowledge, record of success, a model or plan for future activities, progress toward the endeavor, and interest from customers, users, investors, government entities, or other relevant organizations.

Past success should predict future execution

Some of the strongest evidence identifies what the applicant accomplished, how those accomplishments relate to the proposed endeavor, and what resources or relationships now support continued work. A résumé lists credentials; the petition explains their predictive value.

Success need not be certain

The standard does not require proof that the endeavor is very likely to succeed. It requires a persuasive showing that the applicant is well positioned to advance it. Concrete progress usually carries more weight than an ambitious plan standing alone.
