The relevant question is not whether the applicant joined an association, but why the association admitted the applicant.
Selective admission is essential
The membership criterion requires associations in the field that demand outstanding achievements, judged by recognized national or international experts. Membership based mainly on dues, education, occupation, years of service, or self-nomination ordinarily does not satisfy that standard.
Prove the rules and their operation
A petition should provide bylaws, membership requirements, evidence identifying the decision-makers, and records showing how the applicant qualified. Marketing language calling a group prestigious cannot substitute for the actual selection standard.
Past memberships may count
USCIS now expressly states that past memberships may qualify. The record should establish that the membership requirements were satisfied when admission occurred and that the association required outstanding achievement at that time.
